Is it Graffiti or Art?

I love seeing unexpected murals spray painted on buildings when I'm driving around L.A. but the other day it got me thinking.... Is graffiti actually art?

If taggers used pastels instead of markers or graffiti artist used oil paint instead of spray paint would it be more respectable?

I love that its a form of art that is not for say and on display for the viewer but then I started thinking how would I feel if it was on my building or house...
